由於消費者對於食品安全之關切，使食品安全成為舉世公共衛生之重點，本文檢視過去食品安全事件，比對歷年修法內容，以瞭解我國食品管理演進之始末。再就近年修法內容，從食品安全風險管理、食品業者登錄、食品業者建立追溯追蹤系統、食品業者聘用專門職業及技術人員、輸入食品管理等制度，說明我國未來食品管理政策之精進作為，期許有效地控管食品產銷鏈之關鍵管制點，並建構綿密嚴格之監測系統，阻隔業者之不法行為，使我國食品管理之改革逐步完成。我國食品安全管理的改革，已使管理制度符合甚或領先國際食品安全趨勢，其過程雖然艱辛，未來如能落實，將為我國食品管理建構多重欄柵管理機制，有效阻絕不法，其所建置之許多管理制度亦可做為政府推動其他產業升級之借鏡，同時為我國之食品與生物科技產業，建構堅強的安全防線。
 

Food safety has become one of the most important issues for public health because of consumers´concerns all over the world. This article firstly reviews the food safety events occurred in Taiwan and amended contents of the Act Governing Food Safety and Sanitation Management in these years to understand the stories of food management evolution. Furthermore, several revolution management policies from the amended Act including food safety risk analysis, registration for food business, traceability, professionals with vocational or technical certification, food import control were discussed. And finally looking forward to completing the revolution of food safety management step by step by means of effectively controlling critical points in food production process from farm to table and constructing strict monitoring system to block the violators in the near future. Reform of our food safety management has led management system in line with international food safety and even leading the trend, although the process is difficult. If the measurements updated can be implemented well in the future, for construction of Taiwan´s food safety management system by multiple hurdle mechanisms, it will effectively block the illegal activities. Besides, the ways government builds The system in these years can be set as a model to others policies and promote industrial upgrading in other fields such as the food and biotechnology industries and to construct a strong defense.
